Southeastern NY Library Resources Council (SENYLRC) Membership exists on two levels: Governing and HRVH.
All libraries in the governing membership category are eligible to participate in the suite of SENYLRC services. Governing member library personnel are eligible to serve on the SENYLRC Board and Council committees. If fees are associated with SENYLRC services, governing member libraries are guaranteed the lowest service fee.
In order to become a SENYRLC Governing member, libraries need to meet certain criteria including but not limited to:
- The primary purpose of a member library is to serve the research and informational needs of its clientele.
- Members of the library's community have access to materials.
- The library has professional staff.
- A written, up-to-date access policy.

This membership category is for organizations in the Hudson River Valley Heritage (HRVH) digitization service. Staff of HRVH members are eligible to serve on the Digital Advisory Committee.
